Selectmen Minutes
October 15, 2024

Present: Chet Bowles, Rich Dufresne

Call to order by Chet Bowles at 5:30 pm.

Minutes to 9/17/24 meeting to be approved at the 1st November meeting.

Motion to approve the 10/15/2024 payroll and manifest (Dufresne/Bowles). All in favor, motion carried.

Motion to approve and sign the 2024 MS-1 Summary Inventory of Valuation (Bowles/Dufresne). All in favor, motion carried.

Mr. Bowles signed the 2024 3rd quarter 941 payroll tax return.

Motion to approve a Veteran’s Disability Credit application (Dufresne/Bowles). All in favor, motion carried.

Motion to approve the yield tax warrant for SPNHF (Dufresne/Bowles). All in favor, motion carried.

Reviewed the latest water test results. There is no coliform, but there are elevated levels of lead, iron, and manganese. Discussion about how to deal with the lead, iron, and manganese. A filter for the kitchen faucet was suggested to filter water for drinking.

Discussion about having the septic tank pumped. The septic design has been found and the tank is 2500 gallons. The cost will be included in the 2025 budget.

The Planning Board has recommended that Don Carrera be appointed as a Planning Board Alternate. Motion to appoint Don Carreara as a Planning Board Alternate (Dufresne/Bowles). All in favor, motion carried.

Cemetery Committee – Mr. Dufresne requested that Bowles and Shomody review the regulations submitted for final approval by the Select Board. The deed book is being processed by Savron Graphics.

The next scheduled Board meeting falls on election day. It was suggested that the Board reschedule for Wednesday, 11/6/24. This date will be checked with Shomody before posting.

Recommended improvements list – Jeff Osgood has researched possible treatments for the cedar shingle roof on the school house. Most of the treatments would last 1 to 3 years and then need to be reapplied. The danger is chemical run-off from the roof. Osgood recommended not treating the roof based on the research. Discussion about the other items on the improvements list. The estimated costs will be totaled for a possible warrant article in 2025.

Mr. Bowles:
The Comcast contract was presented to the Governor and Counsel two weeks ago. Bowles will follow up to find out if it has been signed.
The State Forester has looked at the trees on the DeBonis property on Rt 123 that had been partially cut. It is unknown what is going to happen at this time.

Mr. Dufresne:
Asked Sandy Eneguess where the town boundary was at McCoy Road and Peterborough’s Old Sharon Road. Eneguess explained where the boundary is.
Asked Eneguess if there is anything he would like brought up when the Select Board meets with Peterborough Officials. There is nothing at this time.

Anne Booth:
Has forwarded copies of the Moosewood Ecological invoices to the Board so they know what work is being done. The work has not been completed so there is no report at this time.
Asked questions about canceling or changing meeting dates for the ConCom.

Sandy Eneguess:
Participated in a “meet and greet” with State DOT officials. He had a discussion about signs on Rt 123 and Nashua Road.
Narrow bridge and single lane signs have been replaced and/or ordered.
Left some wood on the side of the road for residents to take for firewood.

Jeff Osgood:
Gave the Board copies of the proposed RV ordinance and definitions. The public hearing on this new ordinance will be 11/12/24.
Informed the Board that the PB is working on reorganizing the zoning ordinance.
